Ontario’s Bill 75- Animals for Research Act
In May 2026, Ontario made reforms to the Keeping Criminals Behind Bars Act (Bill 75) by incorporating a ban on Animals for Research. Ontario then became the first province in Canada to do so. However, the law immediately created exceptions. There are many loopholes that do not make it automatically illegal to use animals for research.
On August 11th, 2025, Premier Doug Ford announced that “inhumane medical research” at St. Joseph’s Health Care facility in London, ON will immediately shut down. The prohibition started after a secret dog lab was discovered in the hospital’s Lawson Research Institute where they did cardiac studies on dogs. The hospital argued the dogs were treated ethically in service of medical advancement. The undercover footage revealed a very different picture. Sound familiar?
Although the bill passed this year, it doesn’t fully come into affect until January 2027. Even then, how will the Ministry determine whether currently licensed facilities conducting medical research on animals will comply? Nucro-Technics, self proclaimed as Canada’s largest contract research facility, continuously purchased test study dogs from Ridglan Farms in the US. After many complaints from the public, the CCAC responded “…the CCAC conducted an investigation and conducted a special visit to Nucro Technics. A special visit report and recommendations were shared with the institution.” Despite requests for more transparency, a representative at the association stated they weren’t able to give details as per their confidentiality policy.
